PARIS (Reuters) - European Central Bank policymaker Benoit Coeure urged euro zone governments on Saturday to forge a closer political union, arguing "the euro is a currency with a state" whose branches of government need more clearly defining.

Praising the deal reached earlier this week to reduce Greece's debt burden as an unprecedented commitment by euro zone governments to keep the crisis-wracked state within the single currency, Coeure told an economic forum in Paris there needed to be closer political coordination to manage crises.

"The notion that the euro is a currency without a state is in my view misguided," he said. "The euro is a currency with a state - but it's a state whose branches of government are not yet clearly defined."

Commenting on possible steps in the right direction, Coeure said he supported the idea of a single euro-zone Treasury and eventually common euro bonds.

He insisted that for its part, the ECB would do everything within its mandate "to ensure price stability in the euro area and therefore trust in the euro as a currency," he said.

Greece's international lenders on Monday agreed on a package of measures to reduce Greek debt by 40 billion euros, cutting it to 124 percent of gross domestic product by 2020.

Although the technical details have yet to be finalized, Coeure said, he pointed out this was the first time finance ministers had jointly committed to keeping Greece in the euro.

Commenting on the ECB's own measures to prevent the euro zone falling apart, Coeure highlighted the central bank's new bond-purchase program, dubbed Outright Monetary Transactions (OMT).

OMTs aim "to price out a type of catastrophic risk premium that investors demand in conditions of market paralysis," Coeure said in the text of a speech for delivery at the forum.

"It was breakdown risk in the early stage of the crisis, the risk that the payments system would seize up completely. It is break-up risk now," he added.

CASPER, Wyo. (AP) ? The first victim was found in the gutter of a quiet residential street, just as the killer was shedding blood again on the campus of a nearby community college.

Wielding some kind of sharp-edged weapon, he killed a community college instructor before taking his own life in front of a classroom of students.

Police wouldn't speculate on a motive for the murder-suicide and said little about how it all developed Friday at Casper College and in a neighborhood about two miles away. They hinted, however, that the three knew each another.

Casper Police Chief Chris Walsh said an "edged weapon" was used in at least one of the killings. He didn't say more about what type of weapon it was and whether the killer used the same weapon in all of the deaths.

He said he didn't know how many students were in the class or what the topic was. The attacker wasn't believed to be a Casper College student but it appeared he knew the victims, he said.

No names were released.

"We're locating next of kin and working on notification absolutely as fast as we can," Walsh said.

The campus was locked down and class called off for the day. Later, after the lockdown, students who lived on campus trickled back to their dorm rooms.

The violence came as a shock to this typically peaceful prairie city of about 56,000 in east-central Wyoming.

"It was a little bit of a wake-up call," said freshman Nathan Hansen, of Glenrock, a town of 2,500 about 30 miles east of Casper. "It was kind of odd hearing news of that happening here."

Authorities said they didn't believe there was any further threat to the community.

All students and staff were evacuated from the classroom building where the attack occurred just before 9 a.m. MST.

The college sent out a campus-wide alert via text message and email within two minutes of receiving word of the attack at 9:06 a.m., school spokesman Rich Fujita said. The lockdown ended at about 11 a.m. after school officials received word that police were no longer searching for a suspect, Fujita said.

There are fewer classes on Fridays than any other day of the week at Casper College, so only between 1,500 and 2,000 of the college's 5,000 students were there, he added.

"It is particularly painful because of our size," Fujita said of the small, tight-knit campus.

Pearson Morgan, a freshman, was in a math class on the first floor of the science building when his instructor relayed the news in a state of shock.

"My teacher was just so sick, he said, 'You can just leave,'" Morgan said.

Morgan walked outside his classroom to find a female student crying. He then turned to see two or three officers with assault rifles bounding up the stairs. Then, all the classrooms emptied and a crush of students carried him outside, but nobody panicked, Morgan said.

"There was a large group of students behind me," he said. "There was a lot of confusion."

Political science instructor Chris Henrichsen said he was showing the film "Frost/Nixon" to his Wyoming and U.S. government class when he stepped into the hall and was told a homicide had occurred on campus.

Moments later his students started getting messages about the campus lockdown on their phones.

"We locked the door and waited for further instruction," Henrichsen said.

About two miles away, Dave Larsen said he was headed to the gym when he drove past a body in a gutter with two people standing over it, one talking on a cellphone.

Larsen lives about a block from the location of the body, a well-kept middle-class neighborhood of mostly single-story houses.

Walsh said that within minutes of the initial call, there was another report of a traumatic injury about two miles southwest of campus.

The college planned a candlelight vigil and memorial service on Tuesday.

Casper College opened in 1945 as the state's first junior college and moved to its current site 10 years later. Wyoming has only one four-year university, the University of Wyoming in Laramie, which serves more than 13,000 students.

Casper is Wyoming's second-largest city. Wyoming residents refer to it as the "Oil City" because it's a hub for the state's oil industry.

Scientists pair blood test and gene sequencing to detect cancer

Scientists at the Johns Hopkins Kimmel Cancer Center have combined the ability to detect cancer DNA in the blood with genome sequencing technology in a test that could be used to screen for cancers, monitor cancer patients for recurrence and find residual cancer left after surgery.

"This approach uses the power of genome sequencing to detect circulating tumor DNA in the blood, providing a sensitive method that can be used to detect and monitor cancers," says Victor Velculescu, M.D., Ph.D., professor of oncology and co-director of the Cancer Biology Program at Johns Hopkins.

A report describing the new approach appears in the Nov. 28 issue of Science Translational Medicine. To develop the test, the scientists took blood samples from late-stage colorectal and breast cancer patients and healthy individuals and looked for DNA that had been shed into the blood.

The investigators applied whole-genome sequencing technology to DNA found in blood samples, allowing them to compare sequences from cancer patients with those from healthy people. The scientists then looked for telltale signs of cancer in the DNA: dramatic rearrangements of the chromosomes or changes in chromosome number that occur only in cancer cells.

No signs of cancer-specific chromosome changes were found in the blood of healthy individuals, but the investigators found various cancer-specific alterations in the blood of all seven patients with colon cancer and three patients with breast cancer. Using specialized bioinformatic approaches, they were able to detect these alterations in a small fraction of the millions of DNA sequences contained in the blood sample.

"This is proof of the principle that genome sequencing to identify chromosomal alterations may be a helpful tool in detecting cancer DNA directly in the blood and, potentially, other body fluids," says Rebecca Leary, a postdoctoral fellow at Johns Hopkins. "But larger clinical trials will be needed to determine the best applications of this approach."

The investigators note that there may be less circulating DNA in early stage cancers, and, thus, these would be more challenging to detect without more extensive sequencing. As sequencing costs decrease, the investigators expect that detecting earlier-stage cancers may become more feasible.

Velculescu says that additional research will focus on determining how the new test could help doctors make decisions on treating patients. For example, the blood test could identify certain chromosomal changes that guide physicians to prescribe certain anti-cancer drugs or decide patient enrollment in clinical trials for drugs that target specific gene defects. Currently, physicians use cellular material biopsied from the original tumor to make these decisions, but tumor material can often be inaccessible or unavailable.

The Johns Hopkins study builds on the team's earlier work using genomic sequencing of DNA in the blood to find rearrangements of chromosomes. The previous work required samples of the original tumor and knowledge of DNA changes in that tumor to find those same changes in the blood. This new test has no need for original tumor samples and includes an analysis of changes in the copy number of chromosomes.

"It's an evolution of technologies we're developing for cancer diagnosis, and, by combining our knowledge, we can build better ways to detect disease," says Luis Diaz, M.D., an oncologist and director of the Swim Across America laboratory at Johns Hopkins.

The process averages around 2 years. Most parents, even with other children adopted or in foster care, get at least 6 months to get their life together.
After 6 months, if the parents are doing anything on their case, no matter how little it is, they get another 6 months. If the parents never had kids in foster care before, they also get another 6 months. If the parents have a history with CPS and they know the parents aren't going to complete a plan, they may request concurrent planning or adoption as the goal at the 6 month mark. This doesn't happen very often. In order to terminate a parent's rights, cps has to prove to the court that they did everything they possibly could to reunify and they couldn't make any progress with the parents. It's hard to prove that after 6 months unless the kids were abandoned (no visit, no work on case plan, no contact with cps/courts..etc)

At the one year mark, they start making permanency plans-either adoption or sending the baby home. If the case is going towards adoption, they will set a trial date -usually 3 to 5 months in the future. During that time, if the parent completes the case plan, tpr can be cancelled and the child can go home (this happened with one of my children). If parents still haven't had any progress, child welfare requests termination of parental rights and there is a hearing. The judge hears all the evidence and then sets a court date where he will make a decision (usually about a month or two in the future).
After TPR is complete, parents can appeal the decision (they usually have 30 days to file and sometimes wait until day 29 or day 30 to file an appeal) -I had that happen, too. If there is an appeal filed, you have to wait for an appeals court to review the entire file and make sure there were no errors and the judge was right to TPR. If there were any errors, tpr is overturned and it goes back to the original judge.

If it's NOT overturned, tpr is confirmed and you are now set for adoption. Your homestudy might be updated and you'll make a court date to adopt.

The average is about 2 years-sometimes more-before adoption.

As soon as concurrent planning becomes the goal, they'll start looking for an adoptive home. If they know it's going to adoption, they are probably already looking for a home. They'll move her once the case starts looking like an adoption. She'll probably be around 6 months or so when she's moved to an adoptive home. How long it takes after that will depend on all the different possible scenarios. For you, though, I would say, she'll probably be moved after the next court review hearing at the 6 month mark.
