MANILA, Philippines ? Rescuers scrambled Sunday to deliver food and water to hundreds of villagers stuck on rooftops for days because of flooding in the northern Philippines, where back-to-back typhoons have left at least 59 people dead.
Typhoon Nalgae slammed ashore in northeastern Isabela province Saturday, then barreled across the main island of Luzon's mountainous north and agricultural plains, which were still sodden from fierce rain and winds unleashed by a howler just days earlier. Nalgae left at least three people dead Saturday. Typhoon Nesat killed 56 others and left 28 missing in the same region before blowing out Friday.
Nalgae was whirling over the South China Sea and heading toward southern China late Sunday afternoon, 230 miles (370 kilometers) from the Philippines' northeast coast, with sustained winds of 75 miles (120 kilometers) per hour and gusts of 93 mph (150 kph), according to the Philippine government weather agency.
China's National Meteorological Center urged people in areas expected to be lashed by rainstorms in the next three days, including on southernmost Hainan island and in eastern Taiwan, to stay indoors and cancel large assemblies, China's official Xinhua News Agency reported Sunday.
Nalgae's ferocious winds set off a rock slide in the northern mountain province of Bontoc in the Philippines on Saturday, causing boulders to roll down a mountainside and smash a passing van, where a passenger was pinned to death and another was injured, police said.
In northern Tarlac province's Camiling town, a man sought safety with his two young nephews as flooding rose in their village Saturday. But one of the children was swept away by rampaging waters and drowned, while his uncle and his brother remained missing. A drunken man drowned in flooding in a nearby village, provincial disaster officer Marvin Guiang said.
Nalgae roared through parts of Luzon that had been saturated by Typhoon Nesat, which trapped thousands on rooftops and sent huge waves that breached a seawall in Manila Bay. Nesat then pummeled southern China and was downgraded to a tropical storm just before churning into northern Vietnam on Friday, where 20,000 people were evacuated.
Seven towns north of Manila were still flooded Sunday, including Calumpit in rice-growing Bulacan province, where hundreds of residents remained trapped on rooftops in four villages for the fourth day, many desperately waving for help. Rescuers aboard rubber boats could not reach them because of narrow alleys. Two air force helicopters were ordered deployed to drop water and food packs to the marooned villagers, officials said.
Calumpit Mayor James de Jesus said floodwaters were receding later Sunday, sparking hope the crisis would end sooner. Local leaders have been asked to help distribute relief supplies to residents in areas in the four villages that could now be accessed, he said.
"It's still critical. There are still houses which could not be reached," de Jesus told DZBB radio.
Benito Ramos, who heads the Office of Civil Defense, said he was concerned that freshly dumped rains by Nalgae may flow down from the mountainous north to the central Luzon provinces of Bulacan and Pampanga, which act like a catch basin, especially during high tide in nearby Manila Bay. Some officials said water released from nearby dams had exacerbated the floods.
Ramos criticized those villagers who refused to leave their flooded homes despite orders to evacuate.
During a nationally televised meeting with disaster response agencies, President Benigno Aquino III ordered authorities to study how villagers and fishermen can be forced to follow storm warnings to prevent casualties in the future.
In the last four months, prolonged monsoon flooding, typhoons and storms across Southeast Asia, China, Japan and South Asia have left more than 600 people dead or missing. In India alone, the damage is estimated to be worth $1 billion.
Several studies point to an intensification of the Asian summer monsoon rainfall with increased atmospheric carbon dioxide concentrations, according to the state-run Indian Institute of Tropical Meteorology. Still, it is not clear that the damaging weather is entirely due to climate change, it said.
The damage on agriculture and infrastructure from the earlier typhoon in the Philippines was estimated at $200 million. Rice and vegetables could be obtained from the country's south in case of supply shortfalls due to damaged farms and blocked roads in the north, officials said.
Nalgae was the 17th weather disturbance this year to batter the disaster-prone Philippines, which is lashed by about 20 storms and typhoons annually. A low pressure area has been monitored 435 miles (700 kilometers) off the archipelago and could either dissipate or strengthen into another storm in the next few days, forecaster Gener Quitlong said.

Promoting women's health involves undertaking a critical gender-based analysis of women's health status and health needs and the knowledge bases which underlie health promotion action. BACKGROUND Girls and women represent almost 51 percent (or 143 million) of the total U.S. population of 281.4 million Americans.i More than 29 percent of these females, or 42.1 million, belong to racial and ethnic minority groups. They encompass five major groups: African American/Black, Hispanic/Latino, Asian, American Indian/Alaska Native, and Native Hawaiian/Other Pacific Islander. By 2050, the non-Hispanic White population will decline to about 53 percent, from its current level at 69 percent. As we age, America becomes increasingly female. Women represent 60 percent of the over-65 population, the fasting growing segment of the U.S. population.ii Women also represent 68 percent of Americans older than 85, a population that grew by 29 percent between 1990 and 2000.iii Differences in health risks or outcomes can be a function of sex (whether you are male or female). Disparities may also be attributed to race/ethnicity, age, income, education, disability, literacy, and geographic location, among many other factors. Although women belonging to racial/ethnic populations experience many of the same health problems as White women, as a group, they are in poorer health, they use fewer health services, and they continue to suffer disproportionately from premature death, disease, and disabilities. Many also face tremendous social, economic, cultural, and other barriers to achieving optimal health. Eliminating, not just reducing, disparities among populations, is one of the nation's health goals. Remarkable advances in medicine and health have occurred since the 1900s, when most people in this country did not live beyond their 48th birthday. Since that time, the life expectancy of both women and men has increased dramatically. In 2003, U.S. women lived on average to the age of 80, while U.S. men lived on average to the age of 75.v Although this is a 5-year gap in longevity, it has narrowed from 7 years just a decade ago. Men's reduced life expectancy is explained by the dominance of premature death from injury, and secondarily, by heart disease. MORTALITY AND MORBIDITY Historically, "women's health" has referred only to pregnancy and reproductive health services for women. When women had a lifespan 30 years shorter than today's women, this narrow definition made sense. Today, however, a woman's reproductive years from menarche to menopause comprise less than half of her life expectancy. Consequently, we must consider the health and well-being of women across their entire life span as well as the multidimensional factors that affect their health at each stage of their life. Women living longer are at increased risk for acquiring one or more chronic (or long-term) conditions, such as heart disease, diabetes, some cancers, osteoporosis, urinary incontinence, and arthritis.vii These conditions significantly affect an individual's ability to participate independently in some or all the activities of daily life, including eating, bathing, dressing, and walking across a room. The term disability refers to this limitation of activity, whether long term or short term, whether caused by an acute or chronic condition.viii As the number of older women is steadily rising, so is the number of women living with a disability. Individuals can acquire a disability through injury, illness, age, genetics, or other causes, or they can be born with a disability.ix One in five people, or 54 million Americans, live with at least one disability. Almost one-half of them more than 28 million are women.x Women are more likely than men to be limited in the amount or kind of major activity they can perform.xi For both women and men, heart disease and all forms of cancer are the top causes of death. Cerebrovascular diseases, chronic lower respiratory diseases, and Alzheimer's disease round out the top 5 for women. Choice?s Cambria Suites spreads out
Choice Hotels International Inc. of Silver Spring, announced plans for new Cambria Suites hotels in White Plains, N.Y.; Washington, D.C.; and Houston. Meyer Jabara Hotels, a Danbury, Conn.-based hospitality company, is building a 130-room Cambria Suites in White Plains as part of a $47 million mixed-use development. In Washington, Concord Hospitality Enterprises of Raleigh, N.C., and D.C.-based Roadside Development LLC are partnering to erect a 182-room Cambria Suites as part of CityMarket at O, a $300 million mixed-use development located by the D.C. Convention Center. Concord Hospitality also is developing a 127-room Cambria Suites near the Houston airport.
BBB warns of timeshare scam
The Baltimore-based Better Business Bureau of Greater Maryland Inc. is warning timeshare owners who are trying to sell or rent their units to beware of a Las Vegas-based company called City Resorts. According to the BBB, City Resorts contacts timeshare owners stating that they have found a buyer for their timeshare. According to complaints, the owners are told to send a cashier?s check ranging from $2,000 to $6,000 for closing costs or processing fees. Complainants ? including owners in Maryland, Pennsylvania and Virginia ? report that no buyers or renters emerged, and that they were unable to get responses to calls or get a refund of their money.
SMECO to open solar electric facility
Southern Maryland Electric Cooperative of Hughesville has retained Beltsville-based SunEdison LLC, a provider of solar energy services, to construct a 5,500-kilowatt solar electricity facility on land owned by SMECO next to its new Engineering and Operations Building. The solar facility, to be built on 47.2 acres of land, is scheduled to reach full commercial operation in early 2013. Financial terms of the deal were not disclosed. SMECO, a customer-owned electric distribution cooperative, serves 150,000 customers in southern Prince George?s County, Charles County, St. Mary?s County, and all but the northeast portion of Calvert County.
Saul Centers acquires 3 shopping centers
Saul Centers Inc., a Bethesda-based real estate investment trust focused on retail and office properties, said it paid $168.5 million for three shopping centers, totaling 635,000 square feet, in Montgomery, Anne Arundel and Carroll counties. They are Kentlands Square, a 241,000-square-foot shopping center in Gaithersburg, acquired for $74.5 million; Severna Park, a 254,000-square-foot neighborhood center in Severna Park, purchased for $61 million; and Cranberry Square, a 140,000-square-foot center in Westminster, bought for $33 million. The acquisitions were financed with a combination of bridge loans, cash and borrowings from the company?s line of credit; and proceeds from the issuance of new shares of common stock and operating partnership units.
Choice Hotels widens smartphones reach
Choice Hotels International Inc. of Silver Spring announced several smartphone-related milestones, including the launching of its free app for Android users, and its iPhone app reaching its o1 millionth consumer download since its introduction in 2009. The Android app offers users the ability to find and book a room instantly on their phones, as well as GPS technology and mapping functions, and hotel-searching capabilities by city, airport, popular attraction and more. Choice also unveiled a redesigned mobile website, incorporating new features, such as GPS-based search functionality, one-touch calling and more hotel photos and amenities.
Gondol chosen to head Live Baltimore
Steven Gondol, presently the business relationship manager at Live Baltimore, has been named executive director of the Baltimore-based residential marketing organization. Gondol will take over the post on Saturday, when current Executive Director Anna Custer-Singh?s resignation takes effect. Custer-Singh has led the nonprofit group since March 2007. Gondol, who has a bachelor?s degree in urban planning from the University of Cincinnati, is a resident of Patterson Park. Live Baltimore promotes Baltimore City as a desirable place to live. In addition to maintaining a 500-page website, it offers home buying events and educational classes throughout the year so prospective renters and buyers can select a neighborhood that fits their needs.
Bunting Center earns AIA citation
The American Institute of Architects (AIA), Washington, D.C., chapter, presented the Presidential Citation for Urban Design to The Mary Catherine Bunting Center at Mercy Medical Center in Baltimore. The AECOM (Architecture, Engineering, Consulting, Operations and Management) design team leadership accepted on behalf of the entire Mary Catherine Bunting Center at Mercy project development team, including Thomas R. Mullen, Mercy president and CEO; the Whiting-Turner Contracting Co. and Patrick Ross Photography. Mercy Medical Center selected AECOM to design a new replacement hospital in the heart of downtown Baltimore via a design competition. MacKenzie Commercial Real Estate Services LLC of Lutherville has been selected by The Presbyterian Home of Maryland as the exclusive marketer for the sale of 138 acres of land in Harford County. As the last, largest developable contiguous land parcel along Maryland?s heavily trafficked I-95 Corridor, the former Village at Carsins Run site is easily accessed by both local residents and interstate travelers. Situated near Aberdeen Proving Ground, Fieldside Commons and Cal Ripken Stadium, market research has shown the property is best suited for residential and retail opportunities. Equity One Inc., a North Miami Beach, Fla.-based owner, developer and operator of shopping centers, announced that it has entered into an agreement to sell 36 shopping centers comprising approximately 3.9 million square feet for $473.1 million to Blackstone Real Estate Partners VII. Although properties are predominantly located in the Atlanta, Tampa and Orlando markets, there are others in other states in the package, including the South Plaza shopping center in California, Md. The 92,335 gross-leasable-square-foot shopping center is anchored by Ross Dress for Less, Old Navy, Best Buy and PetSmart.
Northrop Team tops home sales ranking
The Creig Northrop Team of Long & Foster Real Estate Inc., based in Clarksville, was ranked No. 1 in the nation in residential real estate transaction volume in 2010, according to a prestigious national list compiled annually by Real Trends Inc., a real estate consulting and communications company, and the Wall Street Journal. The Northrop Team closed $308 million worth of residential real estate transactions last year, far outstripping the second-place team, the New York-based Bracha Group of Keller Williams Realty, which closed $226.4 million worth of transactions.

Emmitsburg solar project gets underway
(AP) Constellation Energy Group said it has begun construction on Maryland?s largest solar power project, a 16.1-megawatt installation on 100 acres leased from Mount St. Mary?s University in Emmitsburg. Energy produced at the $60 million solar power plant will be bought by the state and the University System of Maryland. Constellation will finance, own and operate the site, expected to begin operating next year. In July, the state Board of Public Works voted to lease land near a state prison near Hagerstown for a 20-megawatt solar project. Maryland?s renewable energy goals call for more than 1,000 of megawatts of solar energy by 2022.
Inspector jobs kept vacant in Wash. Co.
(AP) Washington County officials are citing a decline in construction activity in their decision not to fill two vacant inspector positions. Over the objections of County Administrator Gregory Murray, the Washington County Commissioners voted not to fill positions for a code inspector who inspects private-sector projects, and a construction inspector responsible for county projects, the Herald-Mail of Hagerstown reported. Murray said the employees are needed because the workload on other inspectors could lead to project delays or overlooked safety hazards. Robert Slocum, deputy director of the Division of Public Works, said both positions are vacant as a result of retirements and promotions.

Medical imaging services provider?opens office in Highlandtown
American Radiology Services, a provider of medical imaging services that operates imaging centers throughout Maryland and Delaware, will open its newest office Oct. 3. The 7,192-square-foot center is located on the first floor of the Highlandtown Healthy Living Center, a 132,000-square-foot green medical office building that opened in March 2010 and provides primary care, pharmaceutical, mental health and ob/gyn services to 15,000 people in East Baltimore. The new ARS center at 3700 Fleet Street will be the first that the company has opened outside of a hospital building, according to a company spokeswoman. It replaces the ARS center at North Point, which closed on Friday.
UM?s WaterShed House tops architectural portion of Department of Energy 2011 Solar Decathlon
The University of Maryland?s innovative WaterShed House has won the architecture portion of a competition among 20 international collegiate teams that are competing in the U.S. Department of Energy?s Solar Decathlon 2011 to design, build and operate solar-powered houses that are cost-effective, energy-efficient and attractive. The student- and faculty-built home, now on display on the National Mall in Washington, blends solar energy efficiency and water conservation. A panel of experts is judging the competing entries on their architectural qualities, market appeal, engineering, educational/communication effort, affordability, comfort zone, hot water systems, appliances, home entertainment and energy balance. The final decathlon results will be announced this weekend. The Maryland Solar Decathlon team consists of students and faculty from the Maryland School of Architecture, Planning and Preservation, the A. James Clark School of Engineering, the College of Computer, Mathematical, and Natural Sciences, the University Libraries, and the School of Agriculture and Natural Resources. Maryland businesses and professional groups are providing significant support as well.
Renovation of historic Baltimore church building earns award
The renovation of Baltimore?s historic First & Franklin Street Presbyterian Church was recognized by Baltimore Heritage with a Restoration and Rehabilitation Award at recent ceremonies in Union Square Park. Murphy & Dittenhafer Architects of Baltimore completed architectural design services for the project. Work on the circa 1850s church building, which is listed on the National Register of Historic Places, included preserving the building?s stem-and-branch ribbed ceiling vaults; installing new high-efficiency light fixtures to highlight elegantly recast plaster acanthus leaves and decorative rosettes; and restoring the original multicolored paint palette. Air conditioning was also installed in the religious structure for the first time in the church?s history, and both building and site are now 100 percent handicap-accessible.
Hogan Cos. brokers sale?of land near Arundel Mills
The Hogan Cos., an Annapolis-based land brokerage, announced the recent sale of a 1.77-acre parcel of raw land in Anne Arundel County. Located near the intersection of Arundel Mills Boulevard along Dorsey Road in Hanover, the commercially zoned property is in close proximity to what will be Maryland?s largest casino at Arundel Mills mall. The property, which was purchased by an unidentified local investor, is one of several recently sold by Hogan?s Land Brokerage Team in Anne Arundel County. Victor White, Hogan?s chief operating officer, represented the owners, who also were not identified in the announcement of the sale of the land. Financial details of the transaction also were not disclosed.
Deerco Road flex building?purchased for $4.15 million
Cassidy Turley announced the sale of Deereco I, a 40,151-square-foot flex building at 9474 Deereco Road, adjacent to I-83 in Timonium. Columbia-based Abrams Development Group purchased the building for $4.155 million. Jon Carpenter and Jay Wellschlager of Cassidy Turley?s Capital Markets Group represented the seller, Deereco I LLC. Built in 1984, the building is 100 percent leased.

PARIS ? France's president will discuss Europe's tortured attempts to prop up debt-choked Greece when he meets the country's Prime Minister George Papandreou at the Elysee Palace later Friday.
Investors are convinced Greece's latest bailout needs to be changed ? mainly by imposing bigger losses on Greece's private bondholders, among which are large French banks ? and will look for any indication Nicolas Sarkozy is open to the idea.
France has so far insisted Greece's second bailout package should not be altered, though German Chancellor Angela Merkel said this week she was open to a renegotiation of its terms.
Sarkozy has striven to show a unified position with Merkel, but financial markets were spooked this week by signs of a widening disagreement between the eurozone's two largest members. Stocks were down again on Friday, ending on a downbeat note the third quarter, which has seen the sharpest market losses since 2008.
Greece was saved from default by an initial euro110 billion ($150 billion) bailout in May last year. A planned second euro109 billion rescue package for Greece this year includes a voluntary participation by private bondholders, who agreed to write off about 20 percent on their Greek debt holdings.
Many experts say those writedowns should be closer to 50 percent. The debate among European leaders now is whether to allow such a move under controlled conditions, providing help to banks that may take heavy losses on Greek bonds they hold.
Papandreou is on a European tour, having met with Merkel on Tuesday, to drum up support for Greece. He has stressed the importance of the EU's July 21 agreement, under which Greece was granted its second bailout, and insists Greece will meet its debt and deficit targets.
The July deal has yet to be ratified, and is still making its way through the eurozone's 17 capitals.
Part of the July deal was to expand the size and powers of Europe's rescue fund, the European Financial Stability Facility. German, Cypriot and Austrian lawmakers were the latest to approve the measure. France approved the deal earlier this month.
On Thursday, officials from the International Monetary Fund, European Central Bank and European Commission ? known as the troika ? resumed their review of reforms Greece must make to qualify for its latest installment of bailout loans.
Greece has been reliant since May last year on regular payouts of loans from the euro110 billion bailout from other eurozone countries and the IMF.
The troika had originally been expected to approve Greece's next batch of loans, worth euro8 billion, in early September. Greece has said that without the loans, it has enough funds to see it through mid-October, after which it runs out of cash and will be unable to pay salaries and pensions.
The slow pace of progress in the debt crisis has caused markets to fall sharply over the past months and fueled calls for an overhaul of the economic governance of the euro.
The head of the EU's executive, Jose Manuel Barroso, said day-to-day decision-making needed to be centralized in European bureaucracies, above sovereign nations.
France and Germany, which represent about half of the bloc's output, have proposed holding two annual summits where eurozone governments would focus on economic policy.
While Barroso said he supports the idea of such meetings, he told the Friday edition of German daily Sueddeutsche Zeitung that the "micro-management" of European economic policy needed to be done through centralized institutions, according to a translation provided by his office.
